Congress was stacked against truman too. He faced opposition from republicans who were fed up with the f d r new deal era of big government. Segregationists really pisste truman, because he's pushing civil rights along with health care. The southern democrats told trueman in no uncertain terms that they would not finance his plan. And even though he knew getting it past was a long shot, he was going to push for this revised bill anyway.
