Lincoln declared an end to habeas corpus in Ohio and other periods of the North. He just basically said, I have the right to suspend the Constitution under martial law. That meant that you have no Bill Wright's protection. We can jail you for what you say. And a lot them fled to Canada, some were jailed. So I think the writer is saying that once under the exegencies of war, we did something that was unconstitutional.We kind of lost our freedom, that green light under say Woodrow Wilson, who suspended basically First Amendment freedoms during World War One.
