There are now about 7 million people waiting for non-urgent hospital care. Some patients are having their entire care in the A&E department, says Sarah Neville. This bottleneck is keeping people on trolleys or 'in very undesirable circumstances' She adds that it's not any kind of reform or big overhaul.
