Is the State a Nursing Father to a Nation?

Is the state ever function as a kind of nursing father to a nation when they're more like children so that they can grow up into being mature? Or do we just assume that all the people in the state are already mature? No I'm not talking about age here. I'm talking about actual maturity. So it seems to me that you need two ministers. You need the minister of the soul which would be within the church or within the spiritual realm. And you also need a minister that's more temporal. Both of them are trying to like grow those citizens up into a respect of the maturities. But again, I think there's just a highly idealized view of good authority
