The political figures or the polities on the whole are ultimately rational actors. And at many points, they sit down and try to set up terms to prevent further conflict as a rational actor would. But every time they fail, because of the incentives driving them which can't be thwarted by rational negotiation of terms. This culminated in the largest battle of the war, what Thucydides calls "the greatest that had occurred for a very long while"
