China and the Global South

There's been a dramatic increase in rhetoric coming from the United States about the Chinese in this part of the world. But at the same time, substantively, there isn't much in the way of action. The danger here is for a lot of observers who are new to this topic, we'll see people like General Laura Richardson talking a lot now about Chinese influence in Latin America. So again, one may mistake this increase in rhetoric for an increase in substance.
