Israel does not hold the right of marriage as a right of its citizens. It is the only Western democracy in the world that does not uphold the right to marry. As a result, we estimate somewhere between 600,000 and 700,000 Israeli citizens cannot marry at all in Israel. If you are a Russian ole or Ola whose father is Jewish and your mother is not Jewish, yes, you come to Israel under the law of return but no, you cannot legally marry in Israel.
