The more responsible countries implement some form of AI governance but this just drives AI progress to less scrupulous countries yeah regotov we find this a thing people leave countries people live in certain places of lower taxes but they don't live in any place right it's like oatmeal and the other is they're not sitting in any they don't sit in kind of with the lowest texas even though you might have their incentives there their incentives playing a lot.
