Any system, and ever system has technical deat anyhow, you're not going to be able to elemate technical deat. So managing is that's the right way to approach it, because if you don't manage it, it's going to accumulate. And also, managing provides the whole benefit, the reason technical dheat is important - there's a benefit to it.
