How to Create an Ideal Language for Your Interfaces

Instead of creating an ideal would it be possible to take each language and constrain it when you were generating one of these interfaces? I feel like I actually saw someone a while ago before yeah in Scala like using Scala as an ideal language and then making it so that you could then output your contract from some Scala code.
