The Fed's Reluctant to Enforce Standards

The Fed was patting these banks on the back for making money on overdrafts. One out of 12 Americans pay $350 a year or more in overdraft's. The problem is that you've got this card, which is essentially a deposit-taking instrument. Money is something that can be used anywhere. It's like a store credit. You have to use on a subway. And I couldn't agree with you more that we're reluctant to enforce standards.
