Gages didn't become competent for scientific purposes until 1906. The Colorado River Compact came out in 1922, so they essentially only had 14 years of data. Those 14 years were the wettest 14 years in the entire history of the Colorado River. Even at the time, there were some scientists who thought this allocation was a bit over optimistic. But even more scientists and policymakers realized they might have gotten it wrong just a decade later.
