Ezekiel clearly believed in a resurrection, because at least he saw the resurrection of israel patterned after the resurrection of individual bodies. So there's some clear evidence there that resurrection was a real thing. And although theyare in the underworld, they are as yet only appointed unto death. That's verse 20. Their death was not permanent. For in the drama at least, there seems to be this window of hope for the dead and their praising god. But i think you can also read this as the lord saying that he knows who they are and that they will continue.
