An integrated state doesn't have front ters and boundaries within it. Thomas cromwell clearly understood that in 15 forty two, when he deleated the welsh marcher lordships as part of integrating wales into one kingdom. In his mind, as we have heard, this should all be one place anyway. And he was a little miffed that he couldn't get parliament to agree with him,. none the less, that's how he viewed it.
