How to Fix Duplicate Partitions
If order changed, the uniqueness is not violated. But it also can happen duplicates is different problem. So unique installation might happen and use elections might cause it sometimes. I don't see how the order like character order, how order characters can lead to it. Maybe I'm wrong. And problem big, bigger problem is indeed rights. If it's some billing subsystem, you can propagate wrong rights. Some people can not get money, for example, right?
