In Matthew 10 here, Jesus goes out of his way to describe his disciples as little ones. And the people that they are sent to as sheep, the lost sheep of Israel. So all this language about lost, scattered sheep, and a shepherd and little ones comes from the prophet Zechariah. It actually fits our mold of our parables, where the imagery actually comes from Jesus' reflection on the Torah and the prophets.
