No individual senator can pass almost anything. Even the president has extremely mited abilities to do stuff, as we've seen lately with the trump administration. None of them individually has that much control over anything. So who are you really mad at? You're mad at yourself. See, so it all goes around circularly such that it's not clear who's in charge, because there is nobody really in charge.
