Is the National Security Strategy a Strategy?
The National Security Strategy is like a really long foreign policy speech. It tells you the way the administration's seeing the world at the time that they are released and what it wishes to do about it. And so if you get another administration that comes in, even ones as different as Trump or whoever, there is a lot more continuity than one might expect from the personal political preferences of an individual president. But overall for example, on strategic competition with China and Russia and taking advantage of all these other things, this document is probably closer to Obama than Bush.
