The Church of England and the Whigs
10 to 12 percent of England was still Catholic they tended to be in the rural areas and especially the Northwest Lancashire. They see themselves as guardians of an old England an older world where classes and institutions have duties to wider society. The Tory party and the church of England continue to be closely wedded so when James comes to the throne he has the support among Catholics naturally who see him as a possible defender of toleration and acceptance.
