The primary tool right now on the international stage to address spyware is something called the wasinar arrangement. It's not a binding treaty and it therefore is not binding on any of the member states. Even if you created some kind of standardization around export controls, which was in our arrangement, does not create,. But even if you did, you will need to impose it upon all states or a large swat of states.
