The European Aristocracy and Royalty

Europe has a feudal system. Most people are peasants. Maybe 95 perent of the population used to be peasants. The european aristocracy and royalty derived its wealth and power from agricultural lands. When you have kings and queens who believe that the entire purpose of power and wealth is to serve themselves and not the people, then you're gon have situations like the one i just mentioned.
