Are the Technocrats Incompetent?

i really do think, catherine, that we're in the end stage of some gigantic mafia war. And i don't trust these people just for that reason alone. It's rather like mister byden himselfs he's made a career out of grifting and peddling favors. But on top of that, you've got just plain old incompetence. No, this is a very, very bad situation.
