In 2006, some 28% of the nationally monitored river sections and lakes were in a category, worse than category five. 300 million people are exposed to SMOG - smoggy haze over cities. There was not much government source environmental information available. So RDC developed the pollution information transparency index. And eventually, we witnessed an historic expansion of the environmental transparency in China.
