Before any party can take in a appeal of any part of the judgment that they don't like, there has to be a final judgment. A final judgment can only enter once everything's been resolved. The SEC could try, for example, pursue an interlocutor appeal of its massive loss on the sales on exchange's piece of the opinion but that is not very likely to be accepted.
