A 19 forty three grand jury investigation into the high crime rates in stuyvesant found one of the major causes was a complete lack of recreational facilities. Moses spent eight million dollars per mile on parks in the western manhattan water front. These parks butted up against an almost all white neighborhood. A meanwhile, the four point seven mile stretch of the park thatbutted up against harlem cost one point seven million per mile. It's just very blatant when you actually look at the numbers.
