Adam Back realized that the problem of email spam was not one of like content filtering or reputation, but rather it was it could be solved by economics because it was glossless. And so all of the solutions ended up being a sort of hacky piecemeal bolted on stuff that created centralization and it didn't have to be that way. Now there was this guy in 1997 who proposed something called hash cache and hash cache was actually a new SMTP header.
