Women's Quotas in Politics, Particularly in Africa

Helen Clark: Parties can be biggest opponents of the advancement of women. The challenge is to convert them along that spectrum so they begin to select many more women for winnable places and constituencies, she says. New Zealand went in 1993 from having 20% of the parliament elected being female to the next parliament in 1996 under a proportional system. It went immediately to 30% and kept rising to over 50% today.
