John Locke is seen as the sort of father of liberalism in the classical sense, perhaps. He wrote among the most trenchant and illuminating defenses of religious toleration that we have. His concept of the purpose of government was rooted in the desire that each individual person has for property. And he believed that humans were not born with innate ideas but a product of their experience.
