Is There a Way to Reform the Taxi Industry?

There seems to be a lot more interest in throwing money at infrastructure than there is figuring out why we have more difficulty building infrastructure at a reasonable price. The closer you get to the government, the closer you just get to like kind of seeing how the government operates in conjunction with any given industry. It's hard to think of places in recent history where there was just a vested interest, it was powerful, and then we just passed a law that opened things up.
