Habakkuk is a book that's intended to be a book of action. The prophets got to use his own mind to take this revelation and put it into words, he says. In an essence, the kumran community saying what Habakkuk saw was going to be understood by them who experienced what he's trying to describe. We can then separate and say, here are the actions that will cause justice to come upon Israel.
