By 1918, the temperance movement that would become an all-out prohibition was well on its way to success. A big Tim Sullivan morrisse's New York Irish mob successor had died in 1913 under mysterious circumstances after being diagnosed with syphilis. Oni, Oni Madden, aka the Duke of the West Side, was a street punk and a killer who transformed himself into an underworld star. The Volstead Act laid out the nitty-gritty details of prohibition - requiring a government permit for sacramental wine or medications containing alcohol. It also spelled out the exceptions, such as hard liquor prescribed by a physician flavoring extracts, syrups, and more.
