Do We Need a Light Mobile Guerrilla Force?

The top managers were so involved in systems analysis, they couldn't see the forest for the trees. It takes a thief to catch a thief; what we need is a thief. We don't need a conventionally trained FBI agent dashing through the woods with a large force behind him. We need small people, well trained, highly motivated and this is what we have not had.
