In May 1939, the colonial secretary Malcolm McDonald held a conference in London. He invited leading Arabs including for the first time leading Arabs from surrounding states. This is also the period in which Palestine becomes a regional or even international issue. The British felt that they could not with world war apparently on the horizon. They couldn't afford to have Arab and Muslim opinion against them.
