As we interconnect things, vulnerabilities in one thing affect other things. So you 're a state actor, you start looking at these vulnerabilities because they can be turned into bigger vulnerabilities. As an article i saw just the other day, vulnerability internet connected electrical outlets that can be used to attack other devices in a home network. There are vulnerabilities that have surprising consequences. And right now, if you are any kind of actor, whether it's a government or a criminal organization, you kind of want to see what you can do and see how far you can get. You're likely to be pleasantly surprised.
