Victor chernoff was born in 18 73, so he was a bit on the younger side of this newer generation. He encountered radical neurotist ideas as a tean ager and then stayed on that line when he went off to university in moscow in 18 92. In 18 94, he was arrested and spent nine months in prison before being assigned to a five year administrative xile in the city of tambof in central Russia.
