Climate Change as a Global Threat?

Climate change as a global threat is really difficult to fit into this kind of framework where international institutions are not reliable and durable, or at least not always durable. And so the dilemma for states is how do you deal with emerging threats such as climate change effectively but without undermining your position in the international system?
