Do Authoritarian Systems Learn?

I've always wondered to what extent do we know about how authoritarian systems are studying and learning from other authoritarian systems. Obviously the collapse of the Soviet Union has been a massive area of study in China. So it's clearly happening. But I almost wonder if there's someone in the deep in the vowels, you know, of the Chinese system who's reading your work.
