The F-35 is not a typical defense project, Tom Zoellner says. The program was launched with nine nations, each of which has their own Department of Defense and congressional equivalent. There's an Air Force version that takes off the long runways; there's a Marine Corps version that can land vertically. And shepherding the program through the three services and then the nine partner countries was quite a complexity when it was launched in 2001.
