The lower courts have only understood section 230C1 as the only relevant provision. They fail to see the two pieces together, and the project is one of incentivizing content moderation. If it was just about failing to remove and leaving up information provided by someone else, I wouldn't be losing my marbles. But instead, the theory of liability in this case is about what YouTube did, that it's algorithms which it's designs.
