The Importance of Highway Infrastructure in the United States
The major source is the highway trust fund. It was created by Congress in 1956 to basically expand the Internet highway system. Most of the revenue that goes into these trust funds are from use taxes, particularly a gasoline tax of 18.3 cents per gallon. Almost all federal spending for highways occurs through formula grants and historically less than half of the funding has been tied directly to the amount of travel on the roads.
