Data Contracts in a World With Data Sharing

Is there a place for data contracts in a world with data sharing? For example, if a government is going to share data externally, is this what data contracts be useful in that context? Yeah, I was thinking that actually I was listening to you up to last week with Yanavandru. I think with API, you could create standards around data contracts. It's only got standards around REST APIs. But when people respect them or not, when building their own ones is up for debate.
