We always say that the united states and russia still have 95 % of weapons in the world. And so i think there are good reasons for the United States to continue to reduce numbers. But if the chinese nuclear arsenal grows, it becomes of greater interest to both moscow and washington. So we need to keep a sharp eye on what they're up... It's all important to get them talking right now. Of course, the reason they'd come to the table is to hear what our plans are.
