Is Octavian Refusing to Fight?

In ancient times, if you have a strong enough position, an army of the same size can't really force you to have a battle. As long as you can maintain control of your men, your men might get antsy. You can't keep armies in the field forever, not in ancient time or any time. Little by little, slowly by surely Octavian is getting the upper hand.
