What Is Your Heart, Your Soul?
Hobbes was very clear he said, you know, it is about what you believe in your own heart. And that's the first kind of starts in their own heart. Right. Locke may not have been able to tolerate Catholics and Unitarians or whatever but implicit within Locke's view of toleration and his view of government is the idea that any and all beliefs are possible.
