General briene and the king dismissed the assembly on the 20 fifth of may, some three months since cologne had opened it. With progress again grinding to a halt, the notables proclaimed that they had no constitutional power. The conservatives saw the states general as a vehicle which the aristocracy could use to control leavers of power. And thus the estates general represented a constitutional way for the nobility to take power away from the monarch without passing it on to the common people.
