What Are the Pros and Cons of Peer Review?

In 1937 Paul Dirac made a hypothesis about large numbers he observed that you can make the mentionless combination of some of the fundamental constants that we have and obtained a very large number out of them. The speed of light is significant because it represents the fastest speed by which any material particle can move. One possibility is that we wouldn't exist as intelligent beings thinking about it if these numbers did not have their values so I would then argue that until we have a theory that explains the constant that we measure it's pretty mature of us to make sense of it.
