"Fallout" is pure character work that is actually pure thematic work. "It's like, well, now these guys are dead and why would I be mad about it? You don't strictly need it to go down the way it goes down," says director Michael Dougherty. A lot of modern action movies 'don't bother because they don't have anything to say,' he adds.
