The Delicate Balance Theory and the Mad Theory - Where Does the Ness Land?
There's mutual assured destruction and a lot of deterrence. But also humans can be super erratic, unpredictable, irrational psychos. And I think where policymakers ended up in the Cold War is they couldn't find the technological solution to break out a mad war. They probably thought, well, we could limit lots of damage but what they settled for was kind of a shelling us competition and risk taking.
