Could You Make a Black Hole Out of Dark Matter?

In theory, you could make a black hole out of dark matter. But for the same reason, it's hard to imagine that any of those exist. Because dark matter doesn't have a way to slow down. And somehow, in that sort of tug of war, it generates a lot of light.
