The Japanese military was immediately hit with a tremendous problem that for some reason they hadn't anticipated. Prince Asaka was, I'm not going to say the black sheep of the family, but he was a bit of a hot head and a nationalist troublemaker. So with Matsui convalescing, Prince Asaka took control. And perhaps in that act, the non-king massacre happened.
